You are required to apply to a university first. When you get your admission letter you can then proceed to apply for a student visa. You should know that without an admissions letter you cannot apply for a study visa. Your study visa would allow you to work part-time for the entire duration of your study. You can then find employment based on the duration provided by your course and visa on a post-study work visa.
